The Council membership consists of the regional directors of the U.S. Environmental Protection Agency, U.S. Department of Health and Human Services, U.S. Department of Housing and Urban Development, and U.S. Department of Education, as well as the State Commissioners of health, housing, education and environment, directors of large municipal housing authorities and select representatives from managed care, housing, health, education and environmental advocacy organizations.

The General Membership consists of the Council members as well as the members of our committees, and others interested in participating or supporting the council's efforts. The Council is lead by an Executive Director under the supervision of a seven member Executive Committee drawn from the council membership.

The Council currently has five active committees: Asthma Surveillance, Clean Buses, Environmental Investments, Healthy Housing, and Healthy Schools, which pursue specific policy evaluation and projects. Committee chairs are:
